On the 28th, the 5th Division of the Seoul Administrative Court (Chief Judge Lee Jung-won) ruled in favor of Yoo Seung-joon in a lawsuit against the Consulate General of LA to cancel his refusal to issue a visa. The court ruled that Yoo Seung-joon's presence or activities could not harm Korea's interests or safety just because he entered the country.
However, he dismissed Yoo Seung-joon's lawsuit against the Ministry of Justice to confirm the absence of the entry ban decision, saying it is not subject to judgment.
Yoo Seung-joon was banned from entering the country in 2002 after abandoning his Korean nationality and obtaining U.S. citizenship after leaving the country saying he would return from an overseas performance. Then, in 2015, he applied for a visa for overseas Koreans to the Consulate General of LA. Overseas Koreans visa is a visa that guarantees all commercial activities. The Consulate General of LA refused to issue visas, filed two lawsuits to cancel the denial of visa issuance, and the Supreme Court ruled in favor of Yoo Seung-joon.
However, the Consulate General of LA refused to issue visas again, and Yoo Seung-joon once again filed a third lawsuit and won. As a result, attention is being paid to whether Yoo Seung-joon will be able to step on Korean soil for the first time in 23 years.

There is also a possibility that the Consulate General of LA will still refuse to issue visas. Even if the Consulate General of LA issues a visa, he must obtain permission from the immigration inspector. Article 11 of the current Immigration Control Act stipulates that immigration inspectors can refuse entry if they judge that they are likely to harm the public welfare of Korea's safety order.
Despite these difficulties, Yoo Seung-joon is still hoping to enter Korea. He has been unusually silent about the outcome of the lawsuit, but previously, when fans issued a statement asking for a special pardon from the president, he said, `I'm just trying to come to Korea for the restoration of honor, and I don't want to make money in Korea.'
