Yang Chi-seung signed a lease with A in 2019 and opened a gym in a commercial building in Nonhyeon-dong, Gangnam-gu, Seoul. He invested hundreds of millions of won to remodel, but closed his gym in November 2022 when the Gangnam-gu Office ordered him to leave. The building is a public facility built under the condition of 'Donation Payment' that a private business operator builds a building, uses it for a certain period of time, and attributes it to the state or local government for free, and the management and operation rights were to be transferred to the Gangnam-gu Office after the end of the free use period for 20 years. However, Mr. A signed a contract with Mr. Yang without informing him of this.
When asked if he had been informed of precautions for donation buildings by Gangnam-gu District Office, Mr. A, and a real estate agent, Yang Se-seung replied that not all tenants had been guided. The tenants signed the contract thinking that it would be much safer because the state ran it, but it was the opposite. Rather, most tenants have become criminals because we have filed criminal charges against them for using public property without permission."
