The negotiations, which seemed to be flowing smoothly due to President Shin's activities, ran into unexpected difficulties and fell into a state of stagnation. This is because city officials who heard Lee Sang-hyun's requirements voiced that they could never admit their wrongdoing, saying that there was no problem with the environmental investigation. Lee Sang-hyun's feelings reached an extreme in negotiations that rarely progressed, and the tension in the field continued to rise.




Negotiations reached a new turning point when new judge Cho Philip (Bae Hyun-sung) and administrative welfare center officer Kim Soo-dong (Jeong Eun-pyo) revealed loopholes in environmental investigations at a time when the desperate situation continued without a breakthrough. Jo Philip, backed by Kim Soo-dong's support, reported this directly to President Shin, checking the data manipulation, money transactions, and even the market's concealment.

However, President Shin decided to help Lee Sang-hyun escape and disguise himself as if he were victimized by a bomb, considering the reality that Lee Sang-hyun cannot avoid punishment when the situation is over. In addition, the assistance of delivery agent Lee Si-on (here), police Choi Chul (Kim Sung-oh), and Jumadam (Umhwa) was added, and President Shin escaped from the scene safely with the mayor. In addition, Lee Sang-hyun and his mother also left Korea for a new life, completing the negotiations without sacrificing a little, giving them a thrilling pleasure.

In particular, at the end of the broadcast, it was revealed that President Shin's reluctance to sacrifice no matter who the target was, originated from his old wounds that he lost his young son by hostage-takers in the past.
