Residual usage fee refers to the amount of copyright fees generated on YouTube that have been suspended because the right holder has not been specified or the claim has not been made within a certain period of time (two years). From the third quarter of 2016 to the second quarter of 2022, the Korea Music Association has received and managed residential fees from YouTube on behalf of domestic music creators, and has been pushing for an online window for all music copyright holders, including members of the music association, to easily apply for residential fees.
As a result, the residual claim site for the Mbohoe Association, which is set to open at the end of this year, is a claim-only system that operates separately from the existing Mbohoe website, and was developed mainly by users so that rights holders can directly check whether they are eligible for application and proceed with the claim process quickly. Both PC and mobile environments are available, and they will be fully open to third parties who are not members of the Mbohoe Association so that anyone can claim them. In addition, with the opening of the system, it plans to operate the 'Intensive Application Period' until January 2026 to focus on identifying, applying, and verifying rights holders.
The briefing session is designed to make it easier for domestic music creators to understand and use the billing system's usage and procedures more smoothly. The briefing session will guide key information necessary for actual applications, such as ▶ the concept of residential fees and the background of their occurrence △ the construction and use of the billing system △ the billing procedure ▶ the settlement schedule.
Participants are copyright holders, such as lyricists, composers, and composers of musical works, and corporations and organizations that hold or represent the rights. Through this briefing session, the Mjeo Association plans to increase accessibility to rights holders by collecting opinions from various creators and continuously supplementing the guidance and support system linked to site operation.
An official from the Mjeo Association said, "The site is a system designed by the association to protect the rights and interests of authors beyond legal obligations to smoothly claim and distribute residual fees that have not been settled for years. We are carefully designing screen composition and manuals to help creators proceed with the claim process without any inconvenience, and we will guide these details through a briefing session on the 28th."
